Since the withdrawal of Syrian regime forces from most of the regions of Western Kurdistan , which was due in part to the people’s great straggle to oust them, and also to the regime’s exhaustion in its war against the Free Syrian Army and extremist Islamic groups in the big cities like Homs, Aleppo and Damascus . The peoples in the region haveorganized themselves within social, cultural and politicalstructures to administrate themselves and run their affairs democratically and peacefully.
The regime believed that its downfall or survival depends on seizing the big cities. It is noteworthy that the Western Kurdistan region has become a safe place for refugees and displaced people who have escaped the violence in other areas of the country. However, for the previous year, extremist Salafi groups have attempted to exploit the power vacuum in the region by constantly attacking our cities in Western Kurdistan. Initially, extremist groups forcibly seized a part in the city of SereKaniye (Ras alAyn). Following the seizure, they proceeded to destroy the National Hospital and schools, and also burned numerous temples. Many residents of the city were displaced, and their homes destroyed. The Jihadist groups also seized the grain silos in the area, and sold the supplies and products for profit.
We draw attention to the city of SereKaniye as an example, but by no means is the damage caused by these extremist groups limited to that city alone. Another case in point is the massacre that occurred in Tell Aran and Tell Hassel, which was released to the public by leaked videos, were regarded as war crimes against humanity.

As a result of the alarming situation summarized above, the components of Western Kurdistan began holding meetings to find a solution to the continuing lack of security in the region. The gathering and meetings, which occurred over a period of 6 months, resulted in a conference that was held on 12 November, with the attendance of 86 delegates, representing 35 different parties and civic and social organizations. The gathering was composed of delegates from Kurdish, Arab, Assyrian and Syriac communities. Thus, the Constitutive General Council of The Joint Interim Administration was declared.

By the second meeting of the delegates on 15 November, a body was formed, consisting of 60 members, representing the three regions of Jazira, Afrin andKobane, to follow up and full fill this project. The function of this body is to form committees to prepare the following:
1-Drafting the joint interim administration’s constitution.
2- Commitment on the comprehensive social convention.
3- Electoral system.
To conclude our statement, we insure that the formation of the Interim Administration in Western Kurdistan region does not carry any separatist intentions. Its aim is to send a message of peace to the entire region, and it stems from the cooperation of the community, which will underline security and peace. We consider the Interim Administration as a democratic and pluralistic model that will be the nucleus of solution and the best method of administration for all of Syria.
